Case Study: Community Engagement in Flood Early Warning and Risk Reduction in Quy Nhon

In Quy Nhon, a multi-pronged approach to disaster risk reduction led to communities working together to build their resilience against the increase of adverse effects of natural hazards. In this central Vietnamese city, the building of embankments for new roads and bridges and landfill for new structures are creating barriers to historical flood flows. In response to this, ISET, local authorities and local people worked together to undertake flood risk management training and capacity building, and the community developed their own response plans and identification of the community’s most vulnerable people during floods. This is in addition to the connection of city water mains for areas that can use their water wells during floods, and the creation of an early earning system that included local people as direct recipients of notifications when water level thresholds indicated the potential for a flood.
