Mainstreaming climate adaptation in city financial planning and budgeting

Cities worldwide are already experiencing severe impacts from the climate crisis, such as flooded streets, overwhelmed infrastructure, and the growing human toll of heatwaves, droughts, and storms. Amid these realities, adaptation is not an optional add-on to climate policy; it is a core responsibility of local government. This report offers a practical guide for cities to integrate climate adaptation into their financial planning and budgeting. It argues that climate risks are already creating financial losses and that resilience must be embedded across all levels of government decision-making.
