The Green Climate Fund: Recommendations for Meeting Climate Change Adaptation Needs

The Zurich Flood Resilience Alliance (ZFRA) is an alliance of nine organizations including international NGOs, the private sector and research organizations, with a shared vision that floods have no impact on people and community's ability to thrive. A key objective of ZFRA is increased and sustained public funding for climate-smart, risk informed development (including disaster risk reduction and climate change adaptation funding). As the GCF is one of the primary institutions supporting implementation of the Paris Agreement, ZFRA undertook an analysis of the Fund’s role in financing climate change adaptation, its access for the most vulnerable countries, and the transparency of its accreditation and project approval process. The following findings and recommendations are compiled from a literature review, interviews with key stakeholders from developing and developed countries, civil society organisations and accredited entities and results from a survey of global international development practitioners.
